  1. Seems to me the Department of Ed is showing its incompetence by virtue of being highly reactive to criticism. I’ve seen this a lot in the corporate world. When people know they’re right, they stick to their guns. The constant tinkering on the part of ED with all these repayment programs means that every time some member of Congress gets a bug up their ass about some or all aspects of these repayment programs, ED changes them.

    The latest putsch from Congressman Tom Petri, in particular, seems to have resulted in this latest set of changes. Petri has spent literally decades pushing a student debt repayment scheme tied to income and processed like another tax withholding line item on a borrower’s pay stub.
